Why i should pay more??

Hi. Could someone please eksplain why i have to pay more? i bought HID kit (item number: 190330505724). It cost me 51.99$ when i choose my country (LITHUANIA) it was another 5$. So i payed 56.99$. They send me a mail, that i have to pay another 30$!? Is it leagal to do that, change price after paying? Thanks for answers.
