Not able to send oney through paypal to seller in USA

Dear members , I am a new Ebay member from India, and am willing to send some amount for an Item to a USA seller for a Total Station costing around $1400. Every time I try to send the amount through my Paypal account to the seller, I end up with a message " Your request cannot be completed this time " this page cannot be displayed , Kindly contact your seller to complete the transaction....repeated trials have not yields any results for me...kindly help me out to send the amount to the seller who has been waiting for long ..Thanks
