Can buyer be responsible for loss of item in post?

I have been sending coins by International Signed For to various countries. I have been posting to South Africa and the delivery times have been very long. However I hear from other ebayers that the SA postal service is not reliable with items going missing. I include on my invoices that the buyer is responsible for postage. What I want to know is whether this is against ebay policy even if the buyer accepts this.
